Huderia Methodology to Be Utilized for AI Risk Assessment.


Strasbourg: Huderia, a tool developed by the Committee on Artificial Intelligence (CAI) of the Council of Europe, has been designed to offer guidance and a structured framework for conducting risk and impact assessments of AI systems. The methodology aims to support the implementation of the Framework Convention on AI and Human Rights, Democracy and the Rule of Law, which is the first legally binding international treaty on the subject. This treaty was adopted in May and opened for signature on 5 September 2024 in Vilnius.

According to Ansa News Agency, the Council of Europe has noted that the Huderia methodology involves creating a risk mitigation plan to minimize or eliminate identified risks, thus safeguarding the public from potential harm. For instance, if an AI system used in hiring is found to be biased against certain demographic groups, the mitigation plan might include adjusting the algorithm, implementing human oversight, or applying other suitable governance measures.

The methodology is intende
d for use by both public and private entities and includes the requirement for periodic reassessments. This ensures that AI systems continue to operate safely and align with human rights obligations as technological contexts evolve. Officials in Strasbourg emphasize that this approach is crucial for protecting the public from emerging risks throughout the lifecycle of AI systems.

The CAI officially adopted the Huderia methodology during its twelfth plenary meeting in Strasbourg from 26 to 28 November. In 2025, the methodology will be enhanced by the Huderia model, which will provide a knowledge library with supporting materials and resources.
